CO0042166, Byron Rd & Wicklund, Tracy, CA Incident Narrative <br /> At 0633 1 was notified by Troy Hedrick of SJC Public Work Road Maintenance of a fuel spill at Wicklund <br /> and Byron Road in Tracy, CA. Troy told me that CHP called and told him that a truck got stuck at the rail <br /> road and the saddle tank raptured causing approximately 50 gallons spill of fuel. CHP incident Log#is 37. <br /> 1 was given CHP dispatch phone number(209 943-8600). 1 called CHP dispatch to get more information <br /> about the incident. I confirmed the incident details with CHP dispatch. I was told by CHP dispatch no <br /> water ways were impacted; however the rail road at the rail trucks is closed. I asked CHP about a <br /> contact person, who is on scene, and I was told that Eric Gatty was no scene. I asked CHP dispatch about <br /> Eric phone number and I was told he does not have one.At 0650 1 called the ER pager, and Fatinah <br /> returned my call. I gave Fatinah the incident information. At 0658 1 called Fatinah to ask for updates, <br /> and Fatinah told me that Kasey told her to go to the office and discussed the incident with the ER C <br /> person, and they will respond. I asked Fatinah if she had called CHP and asked if the cleanup in progress <br /> or not, and I was told she would give the information to the C person to call them. I told Fatinah I will <br /> call and ask about the clean-up. I called CHP and asked about the clean-up, and I was told by CHP that <br /> Public Work told them that we would do the clean-up. I explained to CHP dispatch that we supervise the <br /> clean-up and the RP needs to hire someone to clean-up. I told CHP dispatch that the ER person will <br /> respond after 0800 due to shift changes; the CHP dispatch was upset and asked me why is taking us too <br /> long to respond; I was told that CHP dispatch would cancel the call if we do not expedite the response. <br /> At 0719 1 called Kasey Foley and update her with the information I got from CHP. I told Kasey that CHP is <br /> upset because we are not responding immediately. Kasey asked me if CHP notified the rail road <br /> company and how far the incident from the rail road; I told her I will call CHP and ask. I called CHP <br /> dispatch and asked; Dispatch did not know how far the spill is from the rail road trucks, and told me that <br /> they did not notify the rail road company. I called Kasey back and updated her on the information I <br /> gathered. Kasey told me to respond to the incident. At 0745 1 responded to the incident. <br /> At 0814 1 notified Valley Com. that I am on my route to the incident. I arrived on scene at 0825 and <br /> notified Valley Com. When arrived on scene, CHP, Eric Gatty was on scene and the towing company. <br /> The towing company started the clean-up. However, a proper clean-up was not completed. I told the <br /> towing company that more clean-up is required due to soil contamination and the pavement stains; <br /> they told me that they do not have more absorbent. I told them the responsible party needs to hire a <br /> hazardous waste clean-up company to clean-up, dispose, and haul the waste properly. At 0903 1 called <br /> Kasey and update her about the status of the incident. Kasey told me to get the RP information, and <br /> Elena Manzo will respond later to carry on with the incident investigation. I talked to the driver, Francine <br /> Matte. Francine told me while she was driving this morning(still dark), she accidently ruptured the fuel <br /> tank because the rail road level was too high. She told me about 40 gallons of Diesel spilled. I collected <br /> the information of the RP/truck company ( Liason CAN/US. Logistics INC., 9936, CH DE LA Cote- De- <br /> Liesse, Lachine, QC H8T 1AI). I asked the driver if they have an office or a contact in the U.S, and I was <br /> told no. I was given the General Admin. (Richard Legros, phone number to contact. I called Richard and I <br /> was told that their office is in Canada. I explained the situation to Richard and told him that he needs to <br /> hire a hazardous waste contractor to clean-up the spill. Richard asked me to call a contractor for them <br /> to do the clean-up. I told Richard we do not call the contractors, but he needs to call a contractor. At <br /> 0945 CHP Sergeant Rickman was on scene and told me to call a clean-up crew; I explained to the <br /> sergeant that the RP shall contact a clean-up company.At 0940 Elena Manzo arrived on scene and I <br /> discussed the situation with her. At 09521 called Richard to ask for updates on calling up the clean-up <br />
