WATER QUALITY PROTECTION STANDARDS <br /> The Water Quality Protection Standard (Standard) shall consist of the following elements: <br /> I_ Constituents of Concern 4. Points of Compliance <br /> 2. Concentration Limits 5. Compliance Period <br /> 3. Monitoring Points <br /> I <br /> Each of these is described as follows: <br /> 1. Constituents of Concern <br /> The `COC List' (list of Constituents of Concern required under 27 CCR 20395) shall include all <br /> constituents listed in Attachment D. The Dischargers shall monitor all COCs every five years, or <br /> more frequently if required under a corrective action monitoring program. <br /> a. Monitoring Parameters <br /> Monitoring parameters are constituents) of concern that are the waste constituents,reaction <br /> products, hazardous constituents, and physical parameters that provide a reliable indication of <br /> a release from a surface lmpoundment.' The monitoring parameters for the specified <br /> monitored medium are those listed in Table i through N. <br /> 2. Concentration Limits <br /> The Discharger shall determine the Concentration Limit for any given Constituent of Conceal or <br /> Monitoring Parameter in a given monitored Tedium (i.e., groundwater and surface water) at the <br /> facility by one of the following methods. These concentration limits shall be used as the basis of <br /> comparison with data from the Monitoring 1 oints in that monitored medium. <br /> a. Calculation in accordance with a approved statistical method pursuant to Title 27, Section <br /> 204.15; or <br /> b. Calculation by a method acceptable to t1Ie Executive Officer in accordance with Title 27 Section <br /> 20415; or <br /> C. The constituent's MDL,in cases where Ls than 10 percent of the background samples exceed <br /> the constituent's MDL; or <br /> d. A concentration limit greater than background, as approved by the Board for use during or after <br /> corrective action. <br /> 3_ Monitoring )points <br /> These WDRs require the discharger to propose and install a groundwater monitoring system for <br /> this facility. Groundwater monitoring points for detection and evaluation monitoring shall be one <br /> or more background monitoring well, and two or more downgradient monitoring wells-The <br /> unsaturated monitoring point for the detection monitoring shall be collected from the VZMS sump <br /> LS-1- <br /> 7 'd <br /> S-1.7 'd 8b:trl 00, ZZ 1M <br />
