BCI File No. 2643.P <br /> September 23, 2013 <br /> Mr. Bill Filios <br /> Austin Road Business Partners <br /> 1463 Moffat Boulevard, Suite 5 <br /> Manteca, CA 95336 <br /> Subject: Preliminary Phase II Study Plan <br /> State Route 99—Austin Road <br /> Van Till Parcel APN 228-050-03 <br /> Manteca, CA <br /> Dear Mr. Filios, <br /> Blackburn Consulting (BCI) prepared this Study Plan for the Hazardous Material <br /> Assessment (Phase II) as directed by Caltrans for the Austin Road/Van Till Project. <br /> This Study Plan provides the basis for and outlines the proposed Phase II Investigation <br /> for the Austin Road/SR-99 CalTrans Right of Way (ROW) acquisition parcel located in <br /> Manteca, CA. The parcel in its entirety was historically developed as a Dairy Farm. The <br /> portion that Caltrans is acquiring is located on the southwest edge of the parcel adjacent <br /> to the NB SR-99 on-ramp. The proposed ROW area was temporarily acquired by the <br /> City of Manteca to install water lines and a sewer undercrossing. The water lines have <br /> been installed and the project area completed with new fill material. CalTrans plans to <br /> permanently acquire the 0.49 acre parcel. <br /> The Phase H is based on the direction provided by Caltrans via email of September 19, <br /> 2013 and subsequently revised on September 23, 2013. (attached) The Phase II <br /> Investigation is designed to address hazardous material issues that can affect the ROW <br /> acquisition process. <br /> BCI's Preliminary Phase II scope is: <br /> Task 1- Prepare Phase II Workplan Coordinate with Caltrans <br /> o Review existing site conditions, meet with City(if necessary) and Caltrans to <br /> obtain concurrence with our proposed scope <br /> 4- <br />
