• • <br /> Preliminary Phase II Proposal BCI File No. Proposal <br /> State Route 99-Austin Road Van Till Property Acquisition October 3, 2013 <br /> APN: 228-050-03 <br /> Manteca,California <br /> o Prepare a Sampling Workplan <br /> o Prepare an abbreviated Health and Safety Plan <br /> o Mark sampling locations for Underground Service Alert <br /> o Obtain a San Joaquin County boring permit(as necessary) <br /> Task 2—Field Investigation <br /> o Perform direct-push boring to depths of 25 feet below the existing ground surface <br /> (bgs) at one (1) location centrally located along the ROW acquisition area. <br /> o Collect groundwater samples in the borings if ground water is encountered. If <br /> groundwater is not encountered by 25' bgs one soil sample is required. <br /> o Backfill Borings with grout. <br /> o Drum cuttings, as applicable until laboratory analysis is provided. <br /> o Utilizing hand auger and/or trowel, collect soil samples from 0-6" and 1-2' bgs at <br /> five locations as described in the Workplan. <br /> o Hand sampling equipment will be cleaned between each sample collection by <br /> washing with an Alconox (or similar) solution followed by rinsing with potable <br /> water and a second rinsing using purified water. <br /> o Samples will be placed into designated sample containers (with preservatives as <br /> applicable), labeled, placed in a cooled ice chest and delivered to a California <br /> certified analytical laboratory under continuous chain-of-custody documentation. <br /> Task 3 —Laboratory Testing—ADL/Pesticide/Heavy Metals/TPH <br /> o For each (5) hand augured sample location, perform analytical testing for total <br /> lead on the shallow (0-6" bgs) samples only. Samples will be analyzed by EPA <br /> Method 6010B. In addition perform analytical testing for CAM 17 Metals by <br /> EPA Methods 6010, and Organochlorine Pesticides (OCP) by EPA Method 8081 <br /> on both the 0-6"bgs and 2-3' bgs sample locations. <br /> o Analyze one (1) groundwater or soil sample (from 25'bgs) for: Total Petroleum <br /> Hydrocarbons (TPH) as Diesel/Motor Oil by EPA Method 8015M and TPH as <br /> Gas/BTEX by EPA Method 8260B. <br /> Task 4—Data Analysis <br /> o BCI will review the results of the analyses for the Phase II sampling and <br /> summarize relative to potential property acquisition. <br /> Task 5 —Additional Laboratory Analysis (if needed) <br /> o BCI does not anticipate the schedule will allow for added laboratory testing. <br /> However, if the findings suggest additional analysis could be beneficial, BCI will <br /> provide a verbal recommendation and a decision can be made at that time. <br /> -2- <br />
