Capitol Avenue
Suite 100
Lansing, Michigan 48933
April 15, 2009 Reference No. 17386-009
Ms. Margaret Lagorio
Public Health Services of San Joaquin County
Environmental Health Division
600 E. Main Street
Stockton, California 95202
Dear Ms. Lagorio:
RE: Borehole Installation/Sampling/Abandonment Work Plan
Mataga Cadillac
3190 Auto Center Circle
Stockton, California 95212
Encore Environmental Consortium, LLC (EEC), on behalf of Argonaut Holdings, Inc. (AHI), has
prepared this Borehole Installation/ Sampling/Abandonment Work Plan in response to the requirements
and guidelines set forth by the San Joaquin County Environmental Health Department (SJCEHD)
instructions for the 2009 Well Permit Application.
The proposed work activities are being conducted as part of a Phase II Environmental Site Assessment
(ESA) at the Mataga Cadillac property located at 3190 Auto Center Circle, in Stockton, California,
(herein referred to as the Site; see Figures 1 and 2).
Based on results of a recent Phase I ESA, subsurface investigation activities have been requested by
AHI to further evaluate potential impact to the Site.
The following sections provide Site background information and details of the proposed Phase II ESA
field activities and procedures to be conducted for the installation/sampling of ten boreholes at the Site.
1.0 SITE BACKGROUND
The Site consists of an approximate 3-acre parcel of land and is improved with one building, asphalt-
paved parking areas, and grassy areas. The Site has operated as an automotive dealership since 1986.
During a recent Phase I ESA conducted by EEC in February 2009, an oil/water separator abandoned
in-ground hydraulic lifts, and absorbent material and rags near a transformer were identified as
potential concerns. Therefore, AHI has requested that EEC further investigate these areas to evaluate
potential impacts to the Site.
