w <br /> April 15, 2009 2 Reference No. 17386-009 <br /> 2.0 CURRENT CONDITIONS <br /> Based on the information gathered during a Phase I ESA dated February 23, 2009, the following <br /> environmental concerns may affect the subject property, for which subsurface investigation is proposed <br /> to be conducted. <br /> • Oil/Water Separator: According to Site personnel and based on observations made by EEC, one <br /> active, three-chamber, oil/water separator is situated outside of the car wash area and west of the <br /> service area and receives wastewater discharges from the catch basins floor drains in the car wash <br /> area and service area. A sanitary sewer manhole is present in-line with the oil/water separators; <br /> therefore, it is likely that effluent from the oil/water separator discharges to the municipal sanitary <br /> sewer. During EEC's Site inspection, Ashbury Environmental of Union City pumped and cleaned <br /> out the oil/water separator. Once completed, the interior condition of the unit was visually <br /> inspected evaluated from the surface, and all three chambers of the unit appeared to be in good <br /> condition with no obvious signs of cracks or corrosion. However, the inspection was limited to the <br /> interior of the oil/water separator and as such, the condition of buried appurtenances such as <br /> piping, connections, seals, etc., could not be evaluated. Potential impact to Site soils and/or <br /> groundwater could not be determined. <br /> • Abandoned In-Ground Hydraulic Lifts: Based on observations during the Site inspection, there <br /> are currently five inactive in-ground hydraulic lifts in the service area in the southeast portion of the <br /> Site building. In addition, concrete patches were observed in service bays 15 and 16 that may <br /> indicate past use and removal of in-ground hydraulic lifts. No information was available regarding <br /> draining, decommissioning, or removal associated with the inactive in-ground hydraulic lifts or the <br /> concrete patches. Therefore, all of the lifts are assumed to be abandoned. Potential impact to Site <br /> soils and/or groundwater could not be determined. <br /> • Absorbent Material and Rags Near Transformer: Based on observations made by EEC, <br /> absorbent material and rags are near the pad-mounted transformer. Site personnel were not aware <br /> of the absorbent material and rags until the time of the Site inspection and did not know the reason <br /> they were present. No staining was present in the area of the transformer and the concrete pad <br /> appeared to be in good condition; however, the condition of the concrete beneath the absorbent <br /> material and rags could not be evaluated. Based on the time of Site development and the age of the <br /> Site buildings (circa 1986), polychlorinated biphenyls (PCBs) would not be expected to be <br /> associated with the transformer; however, this cannot be determined without laboratory analysis. <br /> Potential impact to Site soils and/or groundwater could not be determined. <br /> 3.0 PROPOSED PHASE II ESA ACTIVITIES <br /> To address the above concerns, EEC proposes the following voluntary subsurface investigation <br /> activities. <br /> Encore Environmental Consortium, LLC <br />
