(Partner) at the above-referenced <br /> property. The purpose of the investigation is to determine if a release occurred from on-site automotive <br /> repair activities. Partner is submitting this Workplan on behalf of Mike Santin, the subject property <br /> owner. <br /> Site Description <br /> The subject property is a 3.13-acre parcel located on the northeast corner of Auto Center Circle in a <br /> commercial area of the City of Stockton. Adjacent properties consist of Auto Center Circle to the <br /> northwest beyond which is Enterprise Rent-A-Car, Big Valley Ford to the northeast, Auto Center Circle <br /> to the southeast beyond which is vacant land, and a parking lot to the southwest. Please see figure 1 for a <br /> site vicinity map. <br /> The subject property is developed with a single-story building that was formerly utilized as a car <br /> dealership with on-site automotive repair. The remainder of the site consists of asphalt-paved parking <br /> spaces and associated landscaping. Please see Figure 2 for a site plan. <br /> Site History <br /> According to a March 2009 Partner Phase I Environmental Site Assessment(Phase I) Report, a three-stage <br /> clarifier used primarily to collect water from the car washing operations and a drain in the center of the <br /> automotive repair facility were observed on-site. The property owner is unaware where the drain leads to; <br /> however, according to a previous report reviewed, it leads to a vault in the southern portion of the property <br /> building. Partner did not observe this vault during the on-site inspection. Clarifiers and drains have the <br /> potential to act as conduits to the subsurface of the subject property and, consequently, oils and/or solvents <br /> present in the waste stream could impact the soil and/or groundwater beneath the subject property if the <br /> clarifier and/or drain system were compromised. According to the FirstSearch regulatory database report,the <br /> subject property is a Resource Conservation and Recovery Act(RCRA) Small Quantity Generator site that <br /> formerly generated tetrachloroetheylene (PCE), trichloroethylene (TCE), and other volatile organic <br /> compounds (VOCs) wastes on-site. Chlorinated solvents are highly mobile chemicals that can easily <br /> accumulate in soil and migrate to groundwater beneath a facility.
