The Site has- been subjected in the past to periodic flood-
ing which has been mitigated by the presence of the levees
described above. The levees were constructed under the guidance
l
of Reclamation District 2074.
i
4.2 water and Wastewater Utilities 'j
it
An approximately 60-foot-deep, 4-.inch-diameter water supply well
had been located in the vicinity of a farmer residence at the
1 Site, which was previously located along the northern Site border
(personal communication, March 1989) . this well was capped and
plugged in accordance with San Joaquin Local Health District
(SJLHD) regulations on July 11, 1988 bylClark Well and Equipment
Co. , Inc. of Stockton, California. An approved permit applica-
tion for this well abandonment (permit number 88-1709) is on file
with the SJLHD. No evidence of the presence of a water well was
found during Levine•Fricke's inspectionlof the Site (see Section
r
6.0) .
According to Mr. Huber, the septic tank that had served the for-
mer residence at the Site was removed during demolition of the
residence (personal communication, March 1989) . The exact for-
mer location of the septic tank is not known. The San- Joaquin
Local Health District, which was contacted by Levine-Fricke
during the assessment of the Brookside Ranch site to the south,
did not find septic system permits on file for any portion of the
Sargentent Barnhart Tract (Brookside Road address) (personal a1 commu-
nication, November 1988) .
l r
5.0 HISTORICAL SITE USAGE
5.1 Site History
Aerial photographs reviewed indicate that the entire Site has been
used for agricultural purposes since atIlleast 1937, the earliest
photograph reviewed. Row crops are evident throughout the Site
from that time period to the present. Mr. Robert L. Ripkin, the
current owner of the Site (El Dorado Farms, 'Inc. ) , reportedly
began running the farm operation at thel!Site approximately 15
years ago, gradually taking over for his father who operated the
farm previously. According to Mr. Ripkin, a residence was for-
merly located in the northeast corner of the Site which was
removed when the levee was constructed (personal communication,
December, 1989) . ij
