PHSIEHD:has prepared the following
comments for your consideration.

In addition i to the reconstruction of monitoring well, MW11, and tti1 e installation of vapor monitoring
wells, ',iVM1 and VM2, two monitoring wells will be installed so that the i6nitoring capabilities at the
site can accommodate the fluxuating groundwater level at the site. The,monitoring wells will be
constructed with 20 feet of screen, 5 above and 15 below first water.
1
Your correspondence indicated that only one soil sample from the monitoring wells would be submitted
for laboratory analysis. As PHSIEHD has stated previously, sufficient soil samples should be
submitted to determine the vertical and horizontal extent of soil contamination. Groundwater has risen
dramatically over the last several years; therefore, soil which was previously in the vadose zone is
now located in the saturated zone. In response to this, PHSIEHD recommends that, in order to
evaluate the vertical distribution of contamination, soil samples be collected beneath first water for
} laboratory analysis.
Also, the selection of soil samples which will be submitted for analysis from the vapor monitoring wells
should be based on prior soil information and conditions observed during the installation of the wells.
PHSIEHD requests that you confer with PHSIEHD prior to laboratory submittal of the soil samples.
PHSIEHD discussed with Richard Walls of Geocon Environmental alternate locations for the additional
groundwater monitoring wells; however, the site map enclosed with your correspondence proposed that
the weils be located outside of the potential building's footprint. Pleaseirecognize that technically there
are more appropriate locations for the wells, but to accommodate Caltrans potential future plans, the
locations are approved as proposed.
a fl
PHSIEHD understands that the work is scheduled beginning on August;5, 1996. if there are any
changes to the schedule or to discuss soil sample analysis, please contact me at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division9
VV\`
Mary *ays, Senior REHS Margaret gorio, REHS.
Site Mitigation Unit Supervisor i
'r
mm/1603B i
IF .i
CC' Elizabeth Thayer, CVRWQCB cc: Richard Walls, Geocon
, .g
+ i A Division of San Joaquin County Health Care Services
