Mary Meays :
Department of Transportation, District 10, Stockton, has
received and reviewed your letter dated July 3, 1996, regarding the
status of groundwater monitoring wells at the above referenced
site . San Joaquin County Public Health Services, Environmental
Health Division (PHS/EHD) issued Permit No. 9694 for the
installation of a replacement groundwater well for existing well
MW-11 and for installation of two new wells VM-1 and VM-2 . Well MW-
11 is to be replaced because of soil blockage in the well casing
and wells VM-1 and VM-2 will be used for soil vapor extraction
pilot test .
Your letter requested that additional new wells be installed
to replace wells with well screens that are currently below the
groundwater surface . Based on your recent discussions with our
consultants, Mr. Richard Walls of Geocon Environmental Consultants,
Caltrans proposes the installation of two new groundwater
monitoring wells at the locations depicted on the attached Site
Map, Figure 1 . The drilling, Soil sample collection, well
construction and well development protocols to be used for the
installation of the new and replacement wells will be as outlined
in the original Workplan dated June 21, 1995. Because the new wells
will be located well beyond the limits of the vadose zone
hydrocarbon plume, it is proposed that soil sample chemical
analysis be limited to TPHg and BTEX for one sample (from each
boring) collected from the approximate depth of the capillary
fringe .
Figure 1 depicts location of the footprint of future Caltrans
Maintenance Shop. The location of the future building was selected to
avoid the existing groundwater wells . The proposed locations of the two
