PHS/EHD has the following <br /> comments for your consideration. <br /> Five soil samples were collected: four sidewall at 2 - 3 feet below grade (bg) and one bottom at <br /> 4 - 5 feet bg. Soil contamination continued to be evidenced in the south sidewall sample at 150 <br /> ppm TPH-diesel. Volatile organic hydrocarbon analysis was not performed on the samples <br /> collected. The map submitted illustrating the location of the excavation indicated that 34 cubic <br /> yards was excavated. PHSIEHD was informed that the excavation was backfilled with clean fill <br /> and that the excavated soil was disposed of by the contractor. Please submit documentation to <br /> show the disposition of the contaminated soil. <br /> The limited excavation was initiated to remove soil contamination which was documented in <br /> SB17 during the soil investigation phase. Soil contamination was evidenced at 1.5 feet bg (1800 <br /> ppm TPH-diesel) and between 35 - 70 feet bg (TPH-gas and BTEX). While the limited <br /> excavation decreased the concentration of the shallow soil contamination, significant soil <br /> contamination remains at the greater depths which poses a threat to groundwater. <br /> Please be aware that PHSIEHD was not notified prior to the limited excavation and was not on <br /> site during the soil sampling. PHSIEHD was notified after the excavation and was able to <br /> observe the excavation prior to backfilling.
