Mr. .Sayed Ali <br /> Page 2 <br /> According to Article 11, of the Corrective Action Regulations, Chapter 16, of the Underground <br /> Storage Tank Regulations,Section 2721(c)of the Underground Storage Tank Regulations,it is stated <br />+ ;that the regulatory agency shall take appropriate action pu'r`suant to Division 7, commencing with <br /> Section 13000 of the California Water Code, to ensure that corrective. action complies with <br /> applicable policies for water quality control and applicable water quality control plans. <br /> -It is the opinion of this agency that the proposed remedial alternative for soil consisting of In Situ <br /> Containment by capping of the site with pavement to reduce contaminant infiltration into the <br />` groundwater does not comply with this Corrective Action Regulation requirement. E <br /> -It is the opinion of this agency that the proposed remedial'altern Ative of water contamination <br /> 4 consisting of pump and treat with air stripping complies with this 'corrective action requirement. <br /> PHS/EHD recommends that a Pilot Vapor Extraction test be done on this site in order to test the <br /> -feasability of this method on the subsurface soils. . <br /> According to Section 2722(c)(d) the responsible party shalh,submit a workplan to the regulatory <br /> I agency which shall include the proposed actions and proposed schedule. Please submit to Pl-HS/EHD <br /> a workplan for a vapor extraction pilot test by May 1,1994.; <br /> If there are any questions, please contact Michael Collins, REHS, at-209-468-0338. <br /> Ernest M.
