I
iapoil Vapor Extraction and Air Sparging
Performance Monitoring Plan
Stockton Yard Maintenance Facility,Stockton
Page 2-2
I
7b. The system has 10 seconds to reach the minimum flow rate set point [factory default=
20.0 cf n (566 L/min)] and 30 minutes to reach the minimum operating temperature
[factory default= 600°F (3160C)]. If either minimum flow rate or minimum catalytic
reactor entry temperature is not satisfied in the allotted time, the system will shut down.
If the minimum operating temperature is not reached in the allotted 30 minutes,re-
press the START button and an additional 30 minutes will be provided. The additional
30 minute timer will deactivate once the low temperature set point is reached.
7c. Two minutes after the system reaches 625° F (329°C) the automatic dilution air quench
valve will close.
8. Adjust the manual air flow rate Recirculation Valve (V112) to produce a conservative flow rate
[approximately 50 scfm (1416 L/min)].This will allow the oxidizer to warm up and reach the
operating temperature set point with minimum wait time.
9. After the system reaches the minimum operating temperature set point, the system is ready to
process soil vapor.
10. At this point, the manual extraction well isolation valves should be slowly opened and the
Manual Dilution Air Valve should be closed. The system is fully operational, processing vapor
discharged from the Extraction Blower. If inlet soil vapor concentrations are too high resulting
in high oxidizer outlet temperatures and a corresponding automatic high temperature
shutdown alarm, then the Manual Dilution Air Valve should remain fully or partially open.
System Shutdown
1. During normal operation;the system requires minimal operator intervention. Set-points and
parameters have been established to provide safe,on-specification performance. Control limits
have been set to prevent operations that are unsafe or would damage equipment. If operating
conditions exceed any of the limits, system shutdown will occur.
2. Prior to shutting down the oxidizer, the Manual Dilution Air Valve (V110) should be opened
fully and the manual well isolation valves should be closed.
3. To shut down the system, simply press and release the system stop pushbutton.
2.2 PMP Site Inspection for SVETS
Site inspections should be performed bi-weekly to check the system for proper operation. The Field
Inspection form that will be completed during each visit is included in Appendix E.
Parameters to be recorded during site inspections include the operational status of the system
components, oxidizer temperatures, extracted soil vapor vacuum, hours of operation, and process flow
rate. Contaminant concentrations of volatile-organic compounds (VOC) should also be measured
monthly at the oxidizer inlet and outlet to check system performance.
Organic vapor measurements (OVM) can be monitored in the field using a photo-ionization detector
(PID) or a flame-ionization detector (FID). A small vacuum pump (or hand operated squeeze bulb)is
required to extract soil vapor samples from individual wells into a 1.0-liter Tedlar bag for OVM
DAPMP\Stockton Yard PMP.doc
