New Well Installations <br /> Seven new AS and three new SVE wells will be installed as part of the AS/SVE system. Drilling and <br /> installation of the wells will be performed as previously described. The AS wells will be 2-inch- <br /> diameter, and the SVE wells will be 4-inch-diameter. <br /> The AS wells have been designed to be screened to remediate the impacted finer-grained soils between <br /> 45 and 55 feet. However, the SVE wells will be installed through the vadose zone and into the upper <br /> portion of the saturated sediments thus inducing air contact with these materials. <br /> Each of the AS wells and each of the SVE wells will be separately plumbed via subsurface piping to a <br /> manifold situated within the system compound area. The manifolds will be constructed with flow <br /> control valves, flow meters, sample ports and vacuum or pressure gauges as necessary to <br /> independently control flow and monitor each injection or extraction well. The AS and SVE manifold <br /> jand well construction details are shown on Figure 5 and 6,respectively. <br /> General Requirements <br /> A Permit to Construct shall be obtained from the San Joaquin Valley Air Pollution Control District <br /> prior to installation of the remediation equipment. A Permit to Operate shall be obtained after system <br /> installation, startup and confirmation that the system is working in accordance with permit <br /> requirements. In addition, a City of Stockton Building and San Joaquin County Building Department i <br /> permit will be procured (if necessary) for construction of the system. <br /> A new remediation compound will be constructed adjacent to the two ASTs and fueling island, and <br /> just south of the B Street entrance to the Site as shown on Figure 8. The existing asphalt surface is <br /> expected to provide adequate support for the remediation equipment. Underground piping will be used <br /> to connect each individual AS and SVE well to their respective AS and SVE manifolds situated within <br /> the remediation compound. The remediation compound will be secured with security-slatted chain link <br /> fence and protected from vehicular traffic with bollards placed at approximate 4-foot centers. The <br /> manifolds will be constructed such that adequate maneuverable space is provided for within the <br /> compound. <br /> Electrical systems and supplies shall be connected to conform to local and state requirements. An <br /> electrical panel will be enclosed within the remediation compound. The equipment shall be <br /> intrinsically safe, manufactured for use in a potentially hazardous location, and meet the requisite <br /> codes for building, electrical and fire inspection. <br /> Remediation System Details <br /> AS Blower <br /> The AS compressor will be a Ingersoll-Rand rotary screw compressor (28 scfm) with a 7.5-HP, 230 <br /> volts (V), three-phase motor, or an equivalent compressor. <br /> SVE Blower <br /> The SVE blower will be a King Buck Model MMC-5A, trailer-mounted catalytic oxidizer (100 scfm) <br /> with a 5-HP, 230V, three-phase motor, or an equivalent blower. <br /> Stockton Maintenance Station,Task Order No.05 Caltrans Contract No.06A1141,EA 10-ON8300 <br /> Project No.S9200-06-05A -7- December 28,2010 <br />
