Wilson Way, Stockton <br />Program: HW <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR -Notice to Comply) <br />301. Dark, oily staining was observed under several of the trucks parked in the back of the facility. <br />Spent absorbent was observed placed on and around some of the staining, but the absorbent was not <br />cleaned up after saturation. Dark, oily liquid was observed pooled into an indentation in the asphalt <br />under one truck. Facilities shall be maintained and operated to minimize the possibility of a fire, <br />explosion, or release of hazardous waste to air, soil, or surface water which could threaten human health <br />or the environment. Immediately clean the stains and removed all stained soil, manage according to <br />Title 22 hazardous waste regulations, and take all necessary measures to prevent future releases to the <br />environment. Submit a statement and supporting documentation explaining how this waste was <br />managed by March 22, 2014. <br />Notice to Comply - Minor violations: (110, 122, 125, 128, 305) <br />110. The contingency plan for this facility did not include the location of absorbent materials at the <br />facility, the name, address, and phone number of the facility Emergency Coordinator and alternate, the <br />signals used to trigger an evacuation in case of a spill, or the phone number for Cal OES. The facility <br />lists "Designated Responsible Official", "Safety Coordinator", and "Area/Floor Monitors", but does not <br />specify which of these personnel, if any, would meet the requirements of an Emergency Coordinator. <br />According to Ms. Baca, several people, including herself, would qualify as an Emergency Coordinator <br />during an emergency. A contingency plan shall include all of the following: <br />-actions facility personnel shall take in response to fires, explosions, and unplanned release to air, <br />soil, or surface water <br />-arrangements agreed to by local police departments, fire departments, hospitals, cleanup <br />contractors, and state & local emergency response teams <br />-names, addresses & phone numbers (office & home) of the Emergency Coordinator and any <br />alternates <br />-list of all emergency equipment at the facility (fire, spill, communications/alarms, decontamination), <br />including location, physical description, and a brief outline of its capabilities <br />-evacuation plan, including at least two routes and signals to be used <br />-telephone number of Cal OES <br />At all times there shall be at least one employee either on the facility premises or on call (available to <br />respond to an emergency by reaching the facility within a short period of time) with the responsibility for <br />coordinating all emergency response measures.
