Copies of hazardous waste disposal records for after September 24, 2013 were not found on <br />site. According to Ms. Baca, the facility switched hazardous waste haulers at approximately that date. <br />All disposal records observed on site after that date were for the other facility across the street, at 1016 <br />S. Wilson Way, and appeared to include the waste picked up at both locations. Hazardous waste <br />generators shall retain copies of all manifests signed off by the disposal facility and all receipts used in a <br />consolidated manifesting procedure on site for three years and have them readily available for review. <br />Immediately locate a copy of all manifests and receipts after September 24, 2013, maintain them on site, <br />and submit copies to the EHD by March 22, 2014. <br />128. Bills of lading for the recycling of used oil filters for the last three years were not found on site. One <br />disposal record was observed on site, dated March 29, 2013. Two drums of used filters were observed <br />at the facility, dated November 2013 and December 2013. According to the facility contact, used oil <br />filters are picked up by their hazardous waste hauler every two to three months. A copy of each bill of <br />lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for <br />used oil filters since the change of ownership in 2012, maintain them on site, and submit copies to the <br />EHD by March 22, 2014. <br />305. The spill containment for the white used oil container in the truck shop was observed with standing <br />liquid in the bottom. All facility communications and alarm systems, fire protection equipment, spill <br />control equipment, and decontamination equipment, shall be tested and maintained as necessary to <br />assure its proper operation in time of emergency. Spill containment shall be maintained clean and dry at <br />all times so as to detect a leak at the earliest opportunity. Immediately remove and properly dispose of <br />all hazardous waste from spill containment, and maintain all spill containment clean and dry at all times. <br />Complete and submit a copy of the Return to Compliance Certification to the EHD by March 22, 2014 <br />along with a statement documenting the corrective actions that have been or will be taken for each <br />violation and any supporting paperwork. <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />EHD Inspector: <br />Receive By: <br />Title: <br />Stacy Rivera (209) 468-3440 <br />EHD 23-02-003 Rev 04/19/12 -0 CONTINUATION FORM <br />
