The treatment site shall have secondary containment to collect any leaks in the <br /> system with automatic shut down mechanisms to prevent overflow from the <br /> secondary containment and discharge of treatment material, i.e., activated carbon in <br /> the effluent. <br /> 9. Effluent and receiving water monitoring shall be conducted and submitted to the <br /> Regional Water Board, quarterly, until completion of the project. Failure to comply <br /> with Effluent and Receiving Water Limitations and other conditions of General Order <br /> No. 5-00-119 may result in an enforcement action as authorized by provisions of the <br /> California Water Code (CWC). Discharge of material other than what is described in <br /> the RWD, or in a manner other than what is described in the RWD, is prohibited. <br /> Effective January 2004, any NPDES effluent monitoring report received more than 30 days <br /> after its due date is subject to a $3,000 mandatory minimum penalty [CWC Section 13385]. <br /> An additional $3,000 penalty may apply for each additional 30 days a report is late.
