Banner Ave, Lodi <br /> In a letter dated April 20, 2006, James Barton of the Central Valley Regional <br /> Water Quality Control Board (CVRWQCB) notified you that the Application <br /> /Report of Waste Discharge for National Pollutant Discharge Elimination System <br /> (NPDES) permit could not be processed because the correct application form <br /> was not submitted, the correct filing fee was not provided and additional <br /> information was required. The CVRWQCB has indicated that Richard Henry at <br /> their agency has currently been assigned to review your NPDES application. Mr. <br /> Barton advised EHD that as of the date of this letter the correct NPDES <br /> application form, filing fee and additional information has still not been submitted <br /> to the CVRWQCB. <br /> Your consultant concluded that ground water extraction and discharge of the <br /> treated water to an on-site water disposal conveyance would be the most cost- <br /> effective remedial action to clean up the MtBE contaminated ground water <br /> emanating from your site and threatening the county service wells in this area. <br /> EHD approved this proposal and required you to take adequate and necessary <br /> steps to enact this plan. CSA 31 will not allow you to discharge the treated water <br /> to the their sewer conveyance and without a NPDES permit you cannot <br /> discharge the treated water to the storm water conveyance. Thus, you cannot <br /> perform continuous groundwater extraction that should be more effective and <br /> less costly than having to haul the extracted water from the site. <br /> Therefore, EHD is directing you to submit the correct NPDES permit <br /> application, filing fee and additional information to the CVRWQCB by June <br /> 30, 2006. <br /> Please direct your submittals to Michael Infurna at the address noted on this <br /> correspondence and you may contact him at (209) 468-3454 if you should have <br /> any questions.
