CLOSURE SOL1q0NS, INC.
4
E :a 3 9 2009
February 17, 2009
ENUlKi Va`.SENT HEALTH
PERMIT/SFROCES
Mr. Jim Barton, P.G.
California Regional Water Quality Control Board—Central Valley Region
11020 Sun Center Drive#200
Rancho Cordova, California 95670-6114
Subject: Reduced Monitoring and Sampling Frequency Request
Flag City New West# 1003
6437 West Banner Street
Lodi,California
CVRWQCB LUFT Case No.391163
Dear Mr. Barton,
Closure Solutions, Inc. (Closure Solutions) has prepared this Reduced Monitoring and Sampling
Frequency Request on behalf of New West Stations, Inc. (New West) for the Flag City New
West facility located at 6437 West Banner Street, in Lodi, California (the Site, Figure 1).
Closure Solutions is submitting this letter to request changes to the current Monitoring and
Reporting Program (MRP) instituted on May 1, 2007 and modified on May 28, 2008. Closure
Solutions believes that sufficient data has been collected to establish groundwater trends at this
facility. Furthermore, because an off-Site groundwater extraction system is currently being
installed downgradient of the Site to capture the distal portion of the plume and protect against
further migration, groundwater data within the capture area is of decreased relavence. Closure
Solutions proposes a reduced monitoring and sampling schedule appropriate to current
conditions. It is also important to note that because of the current status of UST Cleanup Fund,
the entire cost of installation and operation of the off-Site system is being borne by New West,
and that significant cost reductions are necessary to allow environmental corrective action to
continue at the Site.
1243 Oak Knoll Drive >Concord,CA 94521
(800) 988-7880
