CLOSURE SOLUTIONS, INC.
.;!AR 0 4 2010
March 3, 2010
ENVIRONMENT HEALTH
Mr. Anand Mamidi PERMIT/SERVICES
California Regional Water Quality Control Board—Central Valley Region
11020 Sun Center Drive, Suite 200
Rancho Cordova, California 95670-6114
Subject: Sampling and Reporting Clarification
Flag City New West#103
6437 West Banner Street
Lodi,California
Order No. 115-2008-0085-013
Dear Mr. Mamidi:
On behalf of New West Stations, Inc. (New West), Closure Solutions, Inc. (Closure Solutions)
has prepared this Sampling and Reporting Clarification letter for the Flag City New West
facility, located at 6437 West Banner Street, in Lodi, California (the Site, Figure 1). Closure
Solutions has prepared this letter to document verbal changes to the sampling requirements
included in the Notice of Applicability (NOA) during the phone conversation on February 25,
2010. During the conversation, you made the following changes to the NOA:
1) Upstream receiving water sampling:
You stated that the upstream receiving water body DOES NOT need to be monitored for flow,
pH, dissolved oxygen, electrical conductivity, temperature, total dissolved solids and turbidity
as indicated in Attachment E Table E-6. You stated that the upstream receiving water DOES
need to be monitored for hardness on a quarterly basis.
2) Downstream receiving water sampling:
You indicated that the downstream receiving water body must be sampled on a quarterly basis
for all the constituents listed in Attachment E Table E-7, plus hardness, which is not included in
Attachment E Table E-7.
Historically, neither upstream nor downstream receiving water body samples were collected
from White House Slough on a regular basis, in accordance with the recommendations of Mr.
Michael Negrete. Mr. Negrete indicated that White House Slough likely contained constituents
of concern due to agricultural operations in the immediate vicinity of the water body, and that
sampling the receiving water body did not serve a useful purpose.
2151 Salvio Street -Suite 301 < Concord, CA 94520
(800) 988-7880
