Groundwater lC�S <br /> Flag City Shell, 6437 West Banner Street, Lodi, California 95242 <br /> To Whom It May Concern <br /> At the request of the property owner of the FIag City Shell, located at 6437 West Banner Street, <br /> Lodi, California, and in accordance with Attachment A of the California Regional Water Quality <br /> Control Board (CRWQCB) General Order 5-00-119 For Discharge of Groundwater From <br /> Cleanup of Petroleum Fuel Pollution To Surface Water, Apex Envirotech, Inc (Apex) is herby <br /> giving public notification that groundwater cleanup activities will commence at the Flag City <br /> Shell on or about January 2, 2006 The permitting process for Attachment A requires that a <br /> "Public Notification Letter"be submitted to adjacent properties, to the local County Health <br /> Department and to the Department of Fish and Game <br /> Flag City Shell is an active retail gasoline and convenience store This store has three <br /> underground storage tanks (UST's) (one 10,000-gallon premium gasoline, one 10,000-gallon <br /> diesel, and one 20,000-gallon regular gasoline) with associated pump islands The location of <br /> the site is east and adjacent to the Interstate 5 and Highway 12 intersection in Lodi, California <br /> A groundwater treatment system is proposed on the western section of the property (Figures I <br /> and 2) <br /> As a result of petroleum-impact to soil and groundwater at the Flag City Shell, the San Joaquin <br /> County Environmental Health Department (SJCEHD) issued a letter requesting additional <br /> monitoring wells to define the lateral and vertical extent of the groundwater plume and the <br /> installation of an intenm remediation system Therefore, Apex intends to install an on-site <br /> groundwater remediation system for treatment of extracted groundwater <br /> Groundwater will be extracted from five extraction wells utilizing dedicated submersible <br /> pneumatic pumps at pumping rates up to 4 gallons per minute (GPM) for a total discharge of <br /> approximately 20 GPM The groundwater will be routed to an on-site treatment system The <br /> groundwater will be treated initially by a bioreactor designed to consume MTBE and other <br /> gasoline constituents Two 1,000-pound granular activated carbon (GAC) units will be placed in <br /> series downstream of the bioreactor in the event of any breakthrough of contaminants from the <br /> bioreactor Sample ports will be located before, between and after the GAC vessels to monitor <br /> system performance <br />
