Scott Mansholt <br /> Chevron Environmental Management Company <br /> 6111 Bollinger Canyon Road <br /> Rm 3432 <br /> San Ramon, CA 94583 <br /> ' MONITORING WELL DESTRUCTION WORKPLAN, FORMER LYOTH LOADING STATION, <br /> 26501 BANTA ROAD, TRACY, SAN JOAQUIN COUNTY <br /> ' Chevron Environmental Management Company (Chevron) submitted a Monitoring Well <br /> Destruction Workplan (Workplan), for the former Lyoth Loading Station site (Site), dated <br /> ' 26 May 2009. Currently, the Site is owned and operated by Hoffman Brothers Harvesting, a <br /> commercial/industrial facility approximately 2 miles south of the city of Tracy. According to the <br /> San Joaquin County Assessors records, the Site is designated for"Automotive Uses." The <br /> Workplan was completed for Chevron by Science Applications International Corporation <br /> (SAIC). <br /> In the early 1990's, crude oil affected soil and groundwater was discovered in the vicinity of a <br /> former 55,000-barrel crude oil and/or bunker fuel storage tank and two historical Old Valley <br /> Pipelines (OVP), previously located at the property. The pipelines were utilized by Chevron <br /> predecessors companies beginning in the early 1900's to transport crude oil from Kern County <br /> oil fields to refineries in the San Francisco Bay area. The historical pipelines were removed <br /> from service in the late 1960's to early 1970's. <br /> Between the early 1990's and 2008, several soil and groundwater investigations were <br /> completed on the Site under direction of Central Valley Regional Water Quality Control Board <br /> ' (Central Valley Water Board) staff. Chevron's consultant, SAIC, submitted a No Further <br /> Action Required report, dated 17 April 2008, requesting Site closure. Central Valley Water <br /> Board staff provided written documentation dated 16 May 2008, stating that the extent of <br /> affected soil and groundwater had been adequately delineated. Central Valley Water Board <br /> staff concurred that no further investigation was required and the Site was a candidate for <br /> closure, <br /> SAIC contends that since Central Valley Water Board staff concurs that soil and groundwater <br /> conditions have been adequately defined and that the Site is a candidate for closure, the four <br /> ' onsite and two offsite wells can be destroyed. Central Valley Water Board staff granted <br /> Chevron's request on 1 July 2008 to terminate the Site groundwater monitoring and sampling. <br /> Prior to issuing a No Further Action Required determination for the Site, the groundwater <br /> California Environmental Protection Agency <br /> %5Recycled Paper <br />
