STATE OF CALIFORNIA - Environmental Protelo, Agency
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD PETE WILSON, Governor
CENTRAL VALLEY REGION .a
3443 Routier Road, Suite A .
Sacramento, CA 95827-3098
PHONE: (916) 255-3000 I_y# OCT 28 PZ9 3: 05
FAX: (916) 255-3075
26 October 1994
Mr. Don O. Culbertson
Chevron Pipe Line Company
5080 California Avenue, Suite 400
Bakersfield, CA 93309-1671
WORK PLAN FOR ADDITIONAL SITE ASSESSMENT, FORMER CHEVRON LYOTH
LOADING STATION, TRACY, SAN JOAQUIN COUNTY
I have reviewed the 10 October 1994 amended Work Plan for Additional Site ASSCSsm272t prepared
by your consultant EMCON Associates. The amended work plan includes some of the additional
site investigation requested in my 1 September 1994 letter. I have the following comments:
1. A schedule needs to be submitted including dates the field work will be conducted and a report
of findings submitted to the Board.
2. In my 1 September 1994 letter, I requested additional investigation along the old piping
between the former above ground storage tanks, but the work plan does not include borings in
this area. I had requested an investigation in this area because of petroleum residue and large
buried pipes seen in a trench on 17 May 1994. The trench was part of a construction project
installed by the Hoffmans which, on the base map of the former Lyoth Loading station, ran
approximately between the testing house and the pump house.
3. Once the ground water monitoring wells are installed, water level measurements from all
monitoring wells should be plotted on a map showing the ground water gradient and direction.
The amended work plan is hereby approved on the condition you submit an adequate response to
these comments and a time schedule by 15 November 1994. If you have any questions, you may
contact me at (916) 255-3054.
DAVID E.
