STATE OF CALIFORNIA - Emironmental Proton Agency
PETE WILSON Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION ` °
Sacramento,
Rento, Road, Suite A
Sacramento, CA 95827-3098
PHONE: (916) 255-3000
FAX: (916) 255-3015 IBJ/
a
Mr. Don O. Culbertson SEP u G 1994 1 September 1994
Chevron Pipe Line Company
5080 California Avenue, Suite 400 ENVIRONMENTAL HEALTH
Bakersfield, CA 93309-1671 PERMIT/SERVICES
INTERIM SITE ASSESSMENT REPORT, FORMER LYOTH LOADING STATION,
CHEVRON PIPE LINE COMPANY, TRACY, SAN JOAQUIN COUNTY
I have reviewed the July 1994 Interim Site Assessment Repo.. prepared by your consultant, EMCON
Associates, for Chevron's former Lyoth Loading Station. The report shows that both soil and
ground water are contaminated with petroleum hydrocarbons.
EMCON proposes drilling three new monitoring wells in accordance with the December 1993 work
plan. Based upon your maps and the investigations completed to date, you expect total petroleum
hydrocarbon concentrations in ground water from all three monitoring wells to be non-detectable
(ND). Monitoring well MW-5 appears to be a few hundred feet downgradient from the source of
contamination and probably will be ND. If the proposed MW-5 location is ND, this will establish a
zero-line of contamination and any remediation plan will need to include the area out to MW-5.
Therefore, you may want to consider moving MW-5 to a location just northeast of the railroad
tracks across from B-16 (see attached map). A fourth monitoring well needs to be placed northeast
of the railroad tracks across from B-8 and B-10 to monitor for migration downgradient of those
areas of contamination (see attached map). By 27 September 1994, please respond to these
comments and provide a schedule to install and sample the wells and to submit a report of findings.
Based on the investigations completed to date and recent inspections, there are several other areas at
the site which need to be investigated for soil and ground water contamination. These include the
area around the former 35,000-gallon storage tank on the west side of the site, the area around the
former 55,000-gallon storage tank, the area along the old piping between the tanks, and the old
reported sludge pit area west of the former 55,000-gallon tank. Additional soil investigation also is
needed southeast of B-9 to define the limits of the contamination. By 12 October 1994, please
submit a work plan to complete the site characterization.
If you have any questions, you may contact me at (916) 255-3054.
DAVID E.
