Scott Mansholt <br /> Chevron Environmental Management Company <br /> 6111 Bollinger Canyon Road <br /> Rm 3432 <br /> San Ramon, CA 94583 <br /> REVIEW — ENVIRONMENTAL RISK EVALUATION, BANTA ROAD — UPRR, TRACY, SAN <br /> JOAQUIN COUNTY, CA <br /> Chevron Environmental Management Company (Chevron) submitted the 22 September 2009 <br /> report entitled Environmental Risk Evaluation (ERE), Banta —Union Pacific Railroad (UPRR), <br /> South Banta Road, at UPRR, Tracy-Fresno Line Right of Way, Tracy(Site). The report was <br /> prepared on behalf of Chevron by Science Applications International Corporation (SAIC). The <br /> Site in southern Tracy is located along South Banta Road where the UPRR Tracy — Fresno rail <br /> line cross the road. The Site includes a portion of a County-owned property along the east <br /> side of South Banta Road. The Site lies within the public road right-of-way, the railroad right- <br /> of-way, and land owned by San Joaquin County. <br /> Former Old Valley Pipeline (OVP) and/or Tidewater Associated Oil Company (TAOC) crude oil <br /> pipelines that ran parallel to and along the southwest side of the UPRR tracks, were used by <br /> Chevron predecessors to transport crude oil from the early 1900s until removed from service <br /> in the late 1960s or early 1970s. The historical pipelines were used in the early 1940s <br /> primarily to transport Bunker C fuel oil from Richmond refineries to railroad hubs in Tracy. <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has <br /> reviewed the ERE and related Site soil and groundwater investigation reports. <br /> In December 2003, petroleum hydrocarbon affected soil was observed during a horizontal <br /> jack-and-bore excavation beneath the road for installation of a 30-inch diameter water main. <br /> The 800-foot long boring was drilled beneath South Banta Road, the UPRR tracks, and the <br /> historical pipeline alignment. Petroleum affected soil was observed at depths of between 11 <br /> and 19 feet below ground surface (bgs). Four soil samples, collected at depths of 12 to 19 <br /> feet bgs, were submitted for analysis of total extractable petroleum hydrocarbons (TEPH) and <br /> benzene, toluene, ethylbenzene, and xylenes (BTEX). <br /> The analytical results were non-detect (ND) with two exceptions which exceeded <br /> environmental screening levels for potential future onsite residents. TEPH at a concentration <br /> of 2,400 milligrams per kilogram (mg/kg) and 0.082 mg/kg ethylbenzene exceeded the <br /> residential screening levels of 370 and 0.0019 mg/kg, respectively. However, these values <br /> did not exceed environmental screening levels for future construction/trench maintenance <br /> worker, the anticipated future onsite environmental risk exposure scenario. <br /> California Environmental Protection Agency <br /> Crecycled Paper <br />
