No Further Action Required Determination -4 - 6 January 2011
Banta Road-UPRR Tracy-Fresno Line
Tracy, San Joaquin County
Threat to Human Health: SAIC's health risk screening evaluation determined that the TPH
chemicals of potential concern detected did not exceed applicable environmental screening
levels based on a residential scenario, and thus do not pose a threat to potential future
onsite residents, construction/trench maintenance workers, or ecological receptors. The
most likely future Site use will be for construction/trench maintenance workers.
Summary: According to the investigations' results, the lateral and vertical extent of crude oil
affected soil/groundwater is limited in extent and has been delineated generally beneath
and within South Banta Road easement. The concentrations of residual petroleum
hydrocarbon compounds at the Site will continue to naturally degrade with time.
It is anticipated that the remaining residual crude oil would not present an unacceptable
threat of direct human exposure based on a residential use scenario.
Consistent with State Water Board Resolution No. 92-049, an evaluation of alternative
cleanup technologies other than natural attenuation are ineffective, not easily implemented,
and/or disproportionally costly in comparison to benefits.
No comments to the NFAR were received during a 30-day public notice period.
