Central Valley Regional Water Quality Control Board (Central Valley <br /> Water Board) staff reviewed the NFAR report in addition to Site investigation reports <br /> completed between 2003 and 2008 and the 22 September 2009 Environmental Risk <br /> Evaluation report prepared for Chevron by SAIC. Detailed comments are provided in the <br /> enclosed memorandum and are summarized below. <br /> Review of the data indicates that the residual petroleum hydrocarbons remaining are within the <br /> highway corridor at approximate depths of 11 feet bgs or greater, lie beneath the highway and <br /> the newly installed water pipeline. Central Valley Water Board staff concur with the summary <br /> provided in the No Further Action Required Request for Banta Road-UPRR, Tracy-Fresno Line <br /> Right-of-Way Report and that the property is a candidate for closure. <br /> The Central Valley Water Board is required to provide the public the opportunity to comment <br /> on closure decisions under state law (including Health and Safety Code 25356.1). Central <br /> Valley Water Board staff will be notifying the owner(s) of the Site and nearby landowners of <br /> closure cases we oversee. <br /> Pursuant to Section 2728 of the California Code of Regulations, Title 23, Division 3, Chapter <br /> 16, the Central Valley Water Board requests that you conduct a property and offsite property <br /> owner survey (Survey). The Survey should determine- a) all properties overlying soil and <br /> groundwater that have been impacted by the historical pipelines' release, and b) <br /> adjacent/nearby properties within a 200-foot radius of the impacted areas delineated at the <br /> Site. The Survey should include assessors' parcel maps for the properties. Upon completion, <br /> submit a table or spreadsheet listing property owner names and mailing addresses, business <br /> and residence mailing addresses, and assessors' parcel numbers.
