No 57 <br /> DATE: 5 August 2010 <br /> SIGNATURE: <br /> SUBJECT: REVIEW - NO FURTHER ACTION REQUIRED REQUEST, BANTA ROAD- <br /> UPRR, TRACY- FRESNO LINE RIGHT-OF-WAY, TRACY, SAN JOAQUIN COUNTY <br /> Chevron Environmental Management Company (Chevron) submitted a No Further Action <br /> Required Request (NFAR) Report, Banta Road-UPRR, Tracy-Fresno Line Right-of-Way, <br /> Tracy, San Joaquin County (Site). The Report, dated 9 March 2010, was prepared for <br /> Chevron by Science Applications International Corporation (SAIC). I have reviewed the <br /> Report and related 2003 to 2008 project file documents and my comments are provided <br /> below. <br /> Initially, petroleum hydrocarbon affected soil was observed during a horizontal jack-and-bore <br /> excavation beneath the road for a water main pipeline installation. The boring was drilled <br /> beneath South Banta Road, the Union Pacific Railroad (UPRR) tracks, and the historical Old <br /> Valley Pipeline (OVP) and/or Tidewater Associated Oil Company (TAOC) crude oil pipelines <br /> which ran along the southwest side of the UPRR tracks and former pipeline alignment. <br /> Crude oil affected soil was observed at depths of between 11 and 19 feet below ground <br /> surface (bgs) and soil samples were submitted for analysis of total petroleum hydrocarbons <br /> (TPH) compounds and benzene, toluene, ethylbenzene, and xylenes (BTEX), and polynuclear <br /> aromatic hydrocarbons (PAHs). The analytical results were non-detect (ND) with two <br /> exceptions which exceeded environmental screening levels for potential future onsite <br /> residents. TPH at a concentration of 2,400 milligrams per kilogram (mg/kg) and 0.082 mg/kg <br /> ethylbenzene exceeded the residential screening levels of 370 and 0.0019 mg/kg, <br /> respectively. However, these values do not exceed applicable environmental screening levels <br /> for future construction/trench maintenance worker, which is the anticipated future onsite <br /> environmental risk exposure scenario. <br /> Groundwater samples were analyzed for TPH as diesel (TPHd), BTEX, and PAHs and general <br /> minerals analysis for water quality evaluation. The analytical results for TPHd were ND for two <br /> samples and 55 micrograms per liter (pg/L) for the third, which is less than the screening level <br /> of 100 pg/L considered protective of human health. Additionally, the TPHd concentrations <br /> reported are below 100 fag/L, which is the taste and odor water quality objective for TPHd'. <br /> The analytical results for total dissolved solids (TDS) of 650 mg/L exceed the California <br /> Department of Public Health Recommended Secondary Maximum Contaminant Level value <br /> California Environmental Protection Agency <br /> �aRecycled Paper <br />
