Lee Higgins - 3 - 5 August 2010 <br /> • Chevron <br /> Banta Road-UPRR <br /> According to the findings provided in Site characterization reports, I concur that the extent of <br /> impacted soil and groundwater is limited and has been adequately delineated. My review of <br /> the data indicate that use of the historical crude oil pipelines ceased over 30 years ago, <br /> residual petroleum hydrocarbons remaining are within the highway corridor and lie beneath the <br /> highway and the newly installed water pipeline. <br /> I concur with SAIC's summary provided in the No Further Action Required Request for Banta <br /> Road-UPRR, Tracy-Fresno Line Right-of-Way Report and that the property is a candidate for <br /> closure. <br /> Consistent with other OVP/TAOC sites, Chevron previously provided a site-specific Soil and <br /> Groundwater Management Plan (SGMP) dated 22 March 2010. The SGMP serves as a <br /> guideline for Chevron to implement for the handling, reuse, and disposal of any soil affected <br /> by the degraded crude oil that may be encountered or excavated during future Site activities. <br /> The SGMP outlines detailed procedures for future property owners, developers, and/or <br /> maintenance firms to follow addressing such topics as dewatering from excavations and <br /> health and safety guidelines. Contact telephone numbers for Chevron and San Joaquin <br /> County Environmental Health Department are included in the SGMP. <br /> The Central Valley Water Board is required to provide the public the opportunity to comment <br /> on closure decisions under state law (including Health and Safety Code 25356.1). Central <br /> Valley Water Board staff will be notifying the owner(s) of the Site and nearby landowners of <br /> closure cases we oversee. Pursuant to Section 2728 of the California Code of Regulations, <br /> Title 23, Division 3, Chapter 16, the Central Valley Water Board requests that you conduct a <br /> property and offsite property owner survey (Survey). The Survey should determine: a) all <br /> properties overlying soil and groundwater that have been impacted by the historical pipelines' <br /> release, and b) adjacent/nearby properties within a 200-foot radius of the impacted areas <br /> delineated at the Site. The Survey should include assessors' parcel maps for the properties. <br /> Upon completion, submit a table or spreadsheet listing property owner names and mailing <br /> addresses, business and residence mailing addresses, and assessors' parcel numbers. <br /> Include a map(s) showing the approximate outline of affected soil/groundwater and the <br /> properties potentially impacted. <br /> The results of the property owner(s) Survey needs to be submitted by 15 September 2010. <br />
