CENTRAL VALLW REGIONAL WATER- QUALITONTROL BOARD
777777-
29 April 1996
DISCHARGER: All Pure Chemical
LOCATION & COUNTY: 26700 South Banta Road, San Joaquin County
CONTACT(S): Verrill Norwood, Vice President, Pioneer Chlor Alkali Company
and Tim Vickers, All Pure Chemical Plant Manager
INSPECTION DATE: 20 March 1996
INSPECTED BY: Polly Lowry and Robert Reeves
ACCOMPANIED BY: Tim Vickers
OBSERVATIONS AND COMMENTS:
On 30 March 1996, Robert Reeves and I met with Mr. Tim Vickers at the All Pure Chemical facility in
Tracy. The purpose of the site visit was to collect water samples from the two supply wells at the All Pure
facility and from Ponds 1 through 4 to confirm the January 1996 sample results. I also returned the
videotapes of the two supply wells to Mr. Vickers.
In addition to collecting samples from the two supply wells and four wastewater ponds, we also collected
samples from a wastewater pond which receives water softener (Pond 5) and from two locations south of the
fenced portion of the All Pure property where stormwater had collected on the unpaved ground surface.
This area is on All Pure property.
I had brought a camera to photograph our sampling locations and monitoring well locations. Mr. Vickers
requested that I not take pictures until he got approval from Mr. Norwood. Mr. Vickers offered to take the
pictures that we wanted himself and then send them to me, after obtaining Mr. Norwood's approval. I
agreed to wait for Mr. Norwood's approval.
The attached analytical results are summarized below. The sample identified as Pond-6 is a duplicate of the
Pond-5 sample. The sample locations are shown on the attached map. The March 1996 results confirm the
presence of carbon tetrachloride, chloroform and other trihalomethanes, and naphthalene detected in Ponds
1 and 2, and chloroform and other volatile organic compounds (VOCs) in Pond 4.
Pond 3 only had a trace of chloroform in March, compared to 2.7 4g/1 in January. The sample from Pond 3
contained chlorobenzene and 2-chlorotoluene in January 1996, but not in March. Pond 5 had low levels of
some trihalomethanes, including 9.3 µg/1 chloroform.
