Wendy L. Cohen -6- 22 January 1996
TDD will soon be installing an infiltration gallery and a ground water extraction and treatment system
north of All Pure in the area where domestic wells are contaminated with chloroform and carbon
tetrachloride. TDD is concerned that the remediation system will result in further migration of the
chloroform and carbon tetrachloride from All Pure to the north towards the extraction system,
increasing the treatment system costs.
All Pure should be required to complete the ground water investigation at its facility. Source areas of
each VOC, the lateral and vertical extent of ground water contamination, and ground water flow
directions with and without the production wells pumping need to be determined so that a remediation
systern can be installed for removing contaminants at the source areas and for containing the plume and
preventing migration of the plume towards the TDD extraction system. As part of this investigation, it
will be necessary to obtain as much information as possible about the two All Pure production wells.
Construction details and the pumping history of each well are necessary to determine the effects of these
two wells on ground water flow patterns at the site. These two wells should also be sampled for VOCs
again.
A system to recycle wastewater at All Pure is expected to be operational by the end of January 1996.
All Pure should be required to submit a closure plan for the wastewater ponds.
PAL:paUlsb
