ALL PURE CHEMICAL COMPANY <br /> TRACY PLANT <br /> CHRONOLOGY <br /> 17 July 84 Complaint from San Joaquin Local Health District of chemicals being dumped into <br /> ponds at All Pure. <br /> 1 May 85 Board staff inspected All Pure Chemical Company (All Pure) facility and observed <br /> two wastewater ponds in series and one stormwater pond. Water samples taken <br /> from wastewater and stormwater ponds. The wastewater pond contained 14,000 <br /> mg/l chloride and 33,000 mg/1 total dissolved solids (TDS). The stormwater pond <br /> contained 2,800 mg/1 chloride and 9,200 mg/l TDS. No samples were analyzed for <br /> volatile organic compounds (VOCs). <br /> 22 May 85 Board letter requesting All Pure to file a Report of Waste Discharge (RWD). <br /> 7 Aug 85 RAID submitted. This RWD contained analytical data from the supply well at the <br /> facility. Chloride and TDS were detected at 100 mg/l and 1,000 mg/l, respectively. <br /> No samples were analyzed for VOCs. <br /> 9 Aug 85 Board letter responding to the RWD, stating that Board staff would review the <br /> report and determine whether waste discharge requirements (WDRs)would be <br /> needed for the facility. <br /> 28 Jan 88 Board staff inspected All Pure facility and observed four wastewater disposal <br /> ponds. A water sample from wastewater Pond 1 contained 120 ppb chloroform, <br /> 7.5 ppb carbon tetrachloride, 76 ppb bromodichloromethane, 88 ppb <br /> dibromochloromethane, and 32 ppb bromoform. Water from Pond 2 contained <br /> 120 ppb chloroform, 4.3 ppb carbon tetrachloride, 43 ppb bromodichloromethane, <br /> 63 ppb dibromochloromethane, 42 ppb bromoform, 5.7 ppb 1,1,1-trichloroethane <br /> (TCA), 1.0 ppb 1,1,2-TCA, 3.4 ppb chlorobenzene, and 6.5 ppb <br /> 1,3-dichlorobenzene. Sulfur dioxide was being used in the ponds to reduce the <br /> chlorine content. The maintenance supervisor informed Board staff that the ponds <br /> were to be replaced with a tank by the end of 1988. Staff recommended ground <br /> water monitoring be required at the facility. <br /> 8 .Tun 88 Board staff inspected All Pure Facility to inspect the plant and the wastewater <br /> ponds, to inform All Pure about requirements and the necessity of a ground water <br /> monitoring program, and to gather information for formulation of WDRs. <br /> 15 Sep 88 All Pure submitted a copy of A Proposal to Treat and Recycle Facility Wastewater <br /> at All Pure Chemical Company, for its Marysville facility. All Pure suggested <br /> using the same proposal at the Tracy facility if it was feasible and implemented at <br /> the Marysville facility. <br />
