• <br /> All Pure Chemical Company -3- <br /> Tracy Plant Chronology <br /> 31 Oct 89 Board letter with attached memo reviewing 26 July 1989 Technical Report and <br /> Assessment of Soil and Ground Water Contamination and 14 July 1989 Ground <br /> Water Monitoring Program. A revised work plan addressing Board's concerns was <br /> required to be submitted by 24 November 1989. The letter also stated that after <br /> chloroform contamination was confirmed by ground water monitoring, All Pure <br /> would be requu-ed to meet Chapter 15 requirements by retrofitting or eliminating <br /> the ponds. <br /> 13 Dec 89 All Pure submitted a 12 December 1989 Amendment to Ground Water Monitoring <br /> Program Work Plan. <br /> 27 Nov 90 Meeting between All Pure and Board staff to discuss status of wastewater <br /> management activities. Mr. Verrill Norwood of Pioneer Chlor Alkalai (owner of <br /> All Pure) stated All Pure was waiting to see if the treatment and recycling system at <br /> the Marysville plant was successful before deciding on wastewater management at <br /> the Tracy facility. Options being considered were: close all of the ponds and <br /> replace with the treatment system, close some of the ponds and replace with the <br /> treatment system, or keep all ponds in operation. All Pure also proposed to look at <br /> VOC/chloroform plume for sources and complete plume definition. Board staff <br /> informed All Pure they would be put on time schedule after they provided pertinent <br /> decisions and time estimates. <br /> 26 Feb 91 Letter from Pioneer discussing plans for installation of a water recycle facility at <br /> All Pure similar to the one at the Marysville facility. As part of an overall site plan <br /> being developed, water usage, water recycle, and stormwater handling were being <br /> evaluated. The overall site plan was expected to be complete in early September <br /> 1991, with the recycling system to be operational in late 1992. <br /> 18 Jul 91 Letter from Pioneer discussing results of the first of four quarterly samplings of <br /> MW-1 through MW-4. Chloroform detected in MW-1, MW-2, and MW-3. <br /> MW-4, the farthest downgradient well, had no detectable chloroform. MW-1 <br /> contained 14 ppb carbon tetrachloride. <br /> 19 Nov 91 Meeting between All Pure representative Mr. Norwood and Board staff to discuss <br /> recent findings from ground water sampling near All Pure and issues regarding <br /> operation and pond closure at All Pure. Recent sampling by Board staff indicated <br /> certain constituents possibly emanating from All Pure and Tracy Defense Depot <br /> (TDD) were detected in nearby domestic wells. The source of carbon tetrachloride <br /> in the domestic wells was uncertain. Board staff provided inspection reports and <br /> sampling results to All Pure. Board staff proposed to sample all wells in the area to <br /> help identify the source of carbon tetrachloride. <br />
