Board staff informed Mr. Norwood that All Pure would be required to submit a closure plan per Chapter 15 which addresses closure activities, potential cleanup with related costs, and any other relevant economic considerations regarding closure activities. Mr. Norwood agreed to submit a technical report on closure activities, implementation of wastewater recycling operations, and a 1992 operations plan by 15 January 1992. All Pure was still evaluating water recycle facility similar to one being used at Marysville facility and another water recovery system where the bleach values in the water would not be destroyed. The wastewater ponds were proposed to be closed in 1993. Closure was proposed to be in a manner similar to that at the Marysville facility. 28 Jan 92 Meeting between Mr. Norwood and Board staff to discuss closure of the lined wastewater ponds and the status of the ground water investigation. All Pure agreed to submit a closure plan by 1 March 1992. Mr. Norwood stated the ponds would be closed by 1 March 1993 and that the wastewater recycling facility similar to the one at the Marysville facility was still being evaluated for feasibility of use at the Tracy facility. The closure time schedule would be adjusted once the wastewater management issue was resolved. Mr. Norwood stated that arrangements had been made with the City of Tracy Wastewater Treatment Plant(WWTP) to accept its wastewater if there was not enough onsite storage. All Pure was planning to install borings along the eastern edge of the property to determine the extent of hydrocarbon contamination. This was needed for All Pure's lawsuit involving Southern Pacific. Mr. Norwood suggested that a few of the borings adjacent to MW-1 would possibly be converted to monitoring wells to confirm the presence of a carbon tetrachloride plume. Mr. Norwood stated he would send the construction details for All Pure's two supply wells. Board staff proposed to write WDRs reflecting the proposed actions in the closure plan.
