Board staff informed Mr. Norwood that All <br /> Pure would be required to submit a closure plan per Chapter 15 which addresses <br /> closure activities, potential cleanup with related costs, and any other relevant <br /> economic considerations regarding closure activities. <br /> Mr. Norwood agreed to submit a technical report on closure activities, <br /> implementation of wastewater recycling operations, and a 1992 operations plan by <br /> 15 January 1992. All Pure was still evaluating water recycle facility similar to one <br /> being used at Marysville facility and another water recovery system where the <br /> bleach values in the water would not be destroyed. The wastewater ponds were <br /> proposed to be closed in 1993. Closure was proposed to be in a manner similar to <br /> that at the Marysville facility. <br /> 28 Jan 92 Meeting between Mr. Norwood and Board staff to discuss closure of the lined <br /> wastewater ponds and the status of the ground water investigation. All Pure agreed <br /> to submit a closure plan by 1 March 1992. Mr. Norwood stated the ponds would be <br /> closed by 1 March 1993 and that the wastewater recycling facility similar to the one <br /> at the Marysville facility was still being evaluated for feasibility of use at the Tracy <br /> facility. The closure time schedule would be adjusted once the wastewater <br /> management issue was resolved. Mr. Norwood stated that arrangements had been <br /> made with the City of Tracy Wastewater Treatment Plant(WWTP) to accept its <br /> wastewater if there was not enough onsite storage. <br /> All Pure was planning to install borings along the eastern edge of the property to <br /> determine the extent of hydrocarbon contamination. This was needed for All <br /> Pure's lawsuit involving Southern Pacific. Mr. Norwood suggested that a few of <br /> the borings adjacent to MW-1 would possibly be converted to monitoring wells to <br /> confirm the presence of a carbon tetrachloride plume. Mr. Norwood stated he <br /> would send the construction details for All Pure's two supply wells. <br /> Board staff proposed to write WDRs reflecting the proposed actions in the closure <br /> plan. <br />
