Mr. Curt Richards • - 5 - 9 June 2008
Olin Chlor Alkali Products
documents the monitoring event. Items C, H, and I of the final MRP are only
necessary in the event that a wellhead treatment system or systems are installed
in the future. Item D of the final MRP will remain because field logs are always
required field protocol and should necessitate limited effort to include in reports.
Item F of the final MRP is an informational item that will not change from quarter
to quarter, unless new wells are installed.
4) Annual reporting requirements. Items D, M, and N of the final MRP are only
necessary in each annual report in the event that a wellhead treatment system or
systems are installed in the future. Item O of the final MRP must be addressed
each year as part of the evaluation of progress towards completion of cleanup
and closure of the site environmental file.
In a letter dated 17 August 2007, Secor updated the status of former industrial water supply
well AP-2 discussed at the 6 March 2007 meeting and in the 10 July 2007 cover letter to the
draft MRP. The well was disconnected from the water supply network at the Pioneer Facility,
and as of 20 July 2007 will be used for groundwater monitoring purposes only.
In an electronic mail dated 10 October 2007, Secor notified Pioneer and the Regional Water
Board that Dietz Construction had installed the new Pombo well during the week of October 8.
The well was reported to be approximately 500 feet deep with a cement seal from the surface
to 200 feet. The hydrostatic head was reported to be at 116 feet below ground surface.
Apparently, Dietz Construction was to collect a water sample for laboratory analyses of
drinking water quality parameters required by the San Joaquin County Department of Public
Health. In addition, the sample would be analyzed for chloroform and carbon tetrachloride.
The Regional Water Board has not received a report of the well installation or laboratory
analyses results.
Schedule
Well construction data for the new domestic water supply well at the Pombo property and the
laboratory analysis report on the groundwater sample collected after construction must be
submitted to the Regional Water Board within 14 days from the date of this letter.
If you have any questions, please contact Jim Brownell at (916) 464-4675, or by email at
jbrownell@waterboards.ca.gov.
ROBERT BUSBY, P.G., 6/E.G.
Senior Engineering Geologist
Site Cleanup Unit Chief
Enclosure: Final Monitoring and Reporting Program
cc: Harlin Knoll, San Joaquin County Health Department, Stockton
Eva Hey, Secor International Incorporated, Lafayette
Jeff Inkes, Pioneer Americas LLC, Tracy
Maurice Benson, Defense Logistics Agency, Tracy
