(SECOR)to present the scope of work for <br /> a groundwater investigation north of the Pioneer Americas, Inc. (Pioneer)facility located at 26700 South <br /> Banta Road,Tracy,California. This Work Plan has been prepared in response to correspondence from the <br /> Regional Water Quality Control Board, (RWQCB)dated May 11, 2001. The May 11,2001 RWQCB <br /> letter requested a"work plan to install additional monitoring wells to evaluate groundwater flow trends <br /> north of the site and to provide consistent lateral and vertical definition of carbon tetrachloride and <br /> chloroform in the groundwater." <br /> 1.0 BACKGROUND <br /> The Pioneer facility at 26700 South Banta Road(Site)produces sodium hypochlorite(liquid bleach)from <br /> chlorine and caustic and repackages chlorine gas into 150-pound and one-ton cylinders at the Site. Pioneer <br /> also previously purchased calcium hypochlorite from another company, which it warehoused and <br /> distributed for sale. Contract carriers delivered the products to the wholesale market. The Site previously <br /> had a sulfuric acid repackaging line and a truck maintenance shop. The location of the site is shown in <br /> Figure 1 <br /> Pioneer acquired the lease for the Site upon the acquisition of the All-Pure Chemical Company(All-Pure) <br /> in 1989. The previous owner of All-Pure(and current owner of the Site property)purchased the property <br /> in 1975 from Anderson Tire Recapping Company. Anderson Tire Recapping Company developed the Site <br /> in 1945,before which the Site was used for alfalfa production. <br /> During a January 1988 RWQCB inspection, water samples were collected from wastewater treatment Pond <br /> 1 and Pond 2 at the Site(Figure 2). These samples were analyzed by the RWQCB for volatile organic <br /> compounds(VOCs)using U.S. Environmental Protection Agency(EPA)Method 601. Testing results <br /> determined that both ponds contained chloroform at respective concentrations of 0.120 milligrams per liter <br /> (mg/L) and carbon tetrachloride at concentrations of 0.0075 mg/L and 0.0043 mg/L. At the request of the <br /> RWQCB,groundwater monitoring wells were installed at the Site. The wells have been monitored <br /> quarterly since installation and reports submitted to the RWQCB. <br /> The U.S.Department of Defense Distribution Depot San Joaquin, Tracy Facility(DDJC-Tracy), covering <br /> approximately 910 acres, is located approximately 1,500 feet west of the Site. DDJC-Tracy is a storage <br /> and distribution facility for the U.S. military services. In 1991,DDJC-Tracy was listed on the <br /> Comprehensive Environmental Response, Compensation, and Liability Act(CERCLA)National Priorities <br /> List(NPL)as a Superfund site, primarily due to VOC releases to the groundwater.
