Scotts Avenue <br /> Stockton, CA 95205-6240 <br /> NOTICE OF VIOLATION, REPORT OF RECENT INSPECTION AND REVIEW OF <br /> MONITORING REPORTS, LINNE ESTATES, SAN JOAQUIN COUNTY <br /> The Central Valley Regional Water Quality Control Board (Regional Board) regulates the <br /> treatment and disposal of wastewater at Linne Estates in San Joaquin County under Waste <br /> Discharge Requirements Order R5-2004-078, The San Joaquin County Department of Public <br /> Works (Discharger) owns and operates the facility. <br /> On 6 January 2016, Regional Board staff inspected the facility. Ben Guzman and Joe Jacobs <br /> with the San Joaquin County Department of Public Works accompanied staff during the <br /> inspection. The primary wastewater treatment components at the facility include a wet well, <br /> influent bar screen, equalization tank, anoxic tank, aerobic tank, clarifier, sand filter, chlorine <br /> disinfection system and six subsurface disposal fields. With the exception of the clarifier, sand <br /> filter and disinfection system, all system components are located below ground surface. <br /> Inspection of the tanks was made by removal of riser lids. A photographic inspection log is <br /> enclosed. Below is a summary of staff's observations: <br /> • The wastewater treatment facility was fenced to preclude public access. <br /> • Odors associated with wastewater were not detected at or beyond the perimeter of the <br /> facility. <br /> • The riser lids for the treatment tanks appeared to be in good condition. No signs of <br /> overflow were observed on the riser pipes or ground surface (Figure 1). <br /> • The ozone disinfection system has been replaced by an automated chlorination system <br /> (Figure 3). <br /> • The wastewater flow meters were labeled with current calibration certificates. <br /> • Wastewater sludge is dewatered and bagged on-site. The bagged sludge is stored <br /> adjacent to the control building on pallets and/or the ground for further drying prior to <br /> being hauled off site for disposal. Sludge is removed from the site annually. <br /> • The subsurface disposal fields were not inspected due to muddy conditions caused by <br /> the previous day's rain event. <br /> KARL E.
