Unne Estates WWTF 2 18 March 2016 <br /> San Joaquin County <br /> Inspection Summary: <br /> The wastewater treatment facility appeared to be well operated and maintained. No violations of <br /> the WDRs were observed. However, the wastewater disposal fields should be inspected for <br /> signs of surfacing effluent during dry weather conditions as required by Monitoring and <br /> Reporting Program R5-2004-0078. <br /> Monitoring Report Review: <br /> Regional Board staff has reviewed monthly and quarterly monitoring reports for the period of <br /> December 2014 through December 2015. For the period reviewed, no effluent violations were <br /> identified. However, staff note that the monthly monitoring reports have not included copies of <br /> the calibration logs for field equipment used to measure pH as required by Monitoring and <br /> Reporting Program R5-2004-0078. Failure to provide copies of the calibration records is a <br /> violation of the WDRs. Provision E.3 of Order R5-2004-0078, states, "The Discharger shall <br /> comply with Monitoring and Reporting Program R5-2004-0078, which is part of this Order, and <br /> any revisions thereto as ordered by the Executive Officer." Therefore, future monitoring reports <br /> must include copies of the operator's calibration logs for all field equipment used during the <br /> reporting period. <br /> Staff has also reviewed quarterly groundwater monitoring reports for 2015. Staff note several <br /> discrepancies in the reported depth of each well. Therfore, the wells should be tested for the <br /> amount of sediment and re-developed to remove excess sediment from each well. <br /> Additionally, reported groundwater concentrations for total dissolved solids, chloroform, <br /> dibromochloromethane and bromodichloromethane exceed the water quality limitations in Order <br /> R5-2004-0078. This condition is a violation. Groundwater Limitation D.1., which states, <br /> "Release of waste constituents from any wastewater treatment or storage system component <br /> associated with the WWTF shall not cause groundwater under and beyond that system <br /> component, as determined by an approved well monitoring network, to: (a) Contain any of the <br /> following constituents in concentrations greater than the water quality limitations or background <br /> groundwater quality limitations, whichever is greater." <br /> Corrective Actions Required: <br /> Effective immediately, all monthly monitoring reports shall contain copies of calibration records <br /> for field equipment used during the monitoring period. <br /> By 1 June 2016, the Discharger shall submit a Monitoring Well Redevelopment Report and <br /> Groundwater Compliance Plan, which describes the procedures that were used to redevelop the <br /> groundwater monitoring wells.
