BECKMAN ROAD <br /> LODI, CALIFORNIA <br /> OUR PROJECT NUMBER: LES140024 <br /> 1.0 SUMMARY <br /> Neil O. Anderson and Associates, Inc. (NOA) has been retained by Eddie Lucchesi of San <br /> Joaquin County Mosquito & Vector Control District, to co duct a Phase I Environmental Site <br /> Assessment for the property located at 200 N. Beckma Road, Lodi, San Joaquin County, <br /> California. <br /> Public Records information was obtained from Federal and State databases, and supplemented <br /> by additional regional and local sources to determine whether any recognized environmental <br /> conditions known to regulatory agencies exist on the subject property. The search radius for <br /> this investigation extended to adjoining properties and properties within a search distance <br /> varying from one-eighth to one mile, depending on the information source. The background <br /> and past uses of the subject property were investigated. Sources describing the physical <br /> characteristics of the property, surrounding properties, and region, including the topography, <br /> geologic setting, and groundwater depth and flow direction beneath the subject property, were <br /> reviewed. A site reconnaissance of the subject property and its immediate surroundings was <br /> completed as well. The data pertinent to this investigation can be found in the body of this <br /> document. The investigators for this assessment were Tina Cheney, Project Scientist, Heather <br /> Shaddox, Project Geologist, Tonya Scheftner, Staff Geologist, and Garret Hubbart, Licensed Civil <br /> Engineer. <br /> 1.1 Executive Summary <br /> The subject property has been used as mosquito abatement ponds in the past; the property is <br /> currently unoccupied. The approximately 3.07 acre property consists of a large (approximately <br /> 3,000-square feet) shop structure with an attached 12-bay parking structure surrounded by a <br /> paved parking area in the southern portion of the site. The northern three-quarters of the site <br /> consist of degraded asphalt/soil and numerous abandoned fish ponds. Pavement staining was <br /> observed on the site. An in-ground hydraulic lift is located in the shop, indicating past vehicle <br /> maintenance use. The buildings on the property were b ilt in 1967. The subject property is <br /> located on the RGA LUST, CA FID UST, SWEEPS UST, HIST�UST, and UST databases. <br /> In 1986 three underground storage tanks (USTs), a 6,500 gallon tank used for weed <br /> oil/larvicide, a 1,000-gallon tank used for gasoline, and a 17,000-gallon tank used for larvicide, <br /> were removed from the subject property. TPH and STEX iwere detected at 31 feet below the <br /> gasoline tank, indicating leaking. Sampling below the weld oil and larvicide tank revealed no <br /> detectible hydrocarbons.
