These terms are not intended to include de minimis condi ions that generally do not present a threat to human health or the environment and that generally would not be the subject of an enforcement action if brought to the attention of appropriate governmental agencies. Conditions determined to be de minimis conditions are not recognized environmental conditions nor controlled recognized environmental conditions. 2.4 Detailed Scope-of-Services The scope of work performed to develop the information contained in this Phase I Environmental report includes: 1. Collecting available information concerning the property and other data pertinent to the specific site; 2. Conducting a site visit to assess physical feAturds, observe adjacent land use, and gather evidence of indiscriminate and/or illegal wasle disposal; 3. Conducting a review of regulatory agencies' records, contacting appropriate regulatory personnel, and reviewing regulatory files regarding the property in question. A Phase I Environmental Assessment completed by NOA Environmental was completed on January 10, 2003, was reviewed. NOA Environmental revealed evidence of recognized environmental conditions in connection with the subject property. A Phase II Environmental Assessment completed by KI infelder on January 5, 2004, was reviewed. Soil and water samples were taken from the subject property to address concerns in the Phase I prepared by NOA Environmental. See sectior 63.1 for more information on this assessment. This Phase I Environmental Site Assessment Report discusses all work performed by NOA to date with regard to this project.
