NOA in no way <br /> warrants the accuracy or completeness of the informal n provided to this investigation by <br /> those sources. <br /> It should be noted that when an assessment is completed without adequate subsurface <br /> exploration or chemical screening of soil and groundwater beneath the site, as in this study, no <br /> statement of scientific certainty can be made regarding lat nt subsurface conditions which may <br /> be the result of on-site or off-site sources. The findings and conclusions of this report are not <br /> scientific certainties, but rather probabilities based on professional judgment concerning the <br /> significance of the data gathered during the course of this investigation. NOA is not able to <br /> represent that the site or adjoining land contains no hazardous waste, oil, underground storage <br /> tanks, or other latent condition beyond that detected or observed by NOA during the Phase I <br /> Environmental Site Assessment. The possibility always ,exists for contaminants to migrate <br /> through surface water, air, or groundwater. An investigation to determine whether or not <br /> contaminants are present in the surface and subsurface soil is not within the scope of work <br /> required to produce the Phase I Environmental Site Assessment. Chemical analysis of soil and <br /> groundwater samples to quantify levels of contamination is also not within the scope of work <br /> required to develop a Phase I Environmental Site Assessment. NOA is experienced in more <br /> detailed Phase II/III Environmental Site Assessments which include physical exploration, <br /> sampling, testing, and recommendations for clean-up, if appropriate. <br /> As discussed in ASTM E1527-13, §4.5.1, it is never possible to eliminate all uncertainty from an <br /> investigation of this type: <br /> No environmental site assessment can wholly eliminate uncertainty regarding the <br /> potential for recognized environmental conditions in connection with a property. <br /> Performance of this practice is intended to reduce, but not eliminate, uncertainty <br /> regarding the potential for recognized environmental conditions in connection <br /> with a property, and this practice recognizes reasonable limits of time and cost. <br /> For this assessment, the following specific limitation was Identified: <br /> This report relies upon records provided by the San Joaquin County Environmental <br /> Health Department (EHD). These records are provided in loth electronic and paper <br /> format and are not sorted by date; they are considered not practically reviewable per <br /> ATSM E 1527-13 §3.2.69.
