The soil which Caltrans will use to build the freeway embankments is <br /> specified to have very little clay content. It is desirable in such <br /> situations to use very permeable soils. The initial proposal was that <br /> clay-type soils would cover the contaminated soils, <br /> 2. Caltrans will have little control over the use of the contaminated material <br /> by their contractor. This means that the side slopes on the bottom ten <br /> feet of contaminated fill on the freeway embankment will probably be <br /> exposed to rain and irrigation water. <br /> 3. Contrary to prior information provided to us, there will be a 44-foot strip <br /> of bare soil between the paved riding surfaces on the freeway embankment. <br /> This will provide a direct pathway for runoff and rain water to percolate <br /> downward toward the waste material . <br /> Based on the above, along with the lack of a detailed proposal , and lack of <br /> quality control and sampling program for the material to be re-used, we cannot <br /> grant an exemption to Subchapter 15 for the subject material at this time. <br /> If you have any estions, please call Dan Ward at (916) 324-8891. <br /> ANTONIA K.J.
