Scott Mansholt - 4 - 21 November 2007 <br /> TAOC Tracy Pump Station <br /> site is graded and paved; a Site Management Plan (SMP) will be prepared to govern <br /> long-term management of environmental conditions at the site...the SMP will be used to <br /> address potential inhalation exposures to volatile chemicals in groundwater if site <br /> redevelopment warrants...The SMP will be recorded in an Environmental Restriction. <br /> • 2) Removal of crude oil affect soil piles may reduce/eliminate potential health risk <br /> concerns at these locations. <br /> Geomatrix response: ...the findings for the risk assessment demonstrate that <br /> constituents detected in soil do not pose a significant risk or hazard. The risk <br /> assessment is based on the premise that soil stockpiles will be distributed and graded <br /> across the site and that future receptors could potentially come in contact with this soil. <br /> • 3) A well survey should be conducted to obtain information of groundwater production <br /> wells... <br /> Geomatrix response: ...A well survey is in progress and will be submitted under <br /> separate cover(was included with the 28 September 2007 NFA Request report). <br /> According to the NFA Request..."the City of Tracy General Plan map shows the site is zoned <br /> as medium density residential, but this zoning allows for end uses other than residential <br /> development"...and that..."a deed restriction will be placed on the site to ensure that site <br /> reuse restrictions are documented." <br /> Regional Water Board staff reviewed the Geomatrix 30 April 2007 response to our 16 January <br /> 2007 HHRA review and comments to Chevron. Based on review of the April 2007 letter, we <br /> concurred in our 12 June 2007 response to Chevron, that OEHHA's comments and our <br /> request for clarification had been adequately addressed and no further action or investigations <br /> were required. <br /> Ecological Screening Evaluation <br /> In accordance with the NFA request, Geomatrix reviewed the September 2007 California <br /> Department of Fish and Game Natural Diversity Database for the Tracy quadrangle. No <br /> endangered, threatened, or sensitive species identified by state or federal agencies were <br /> located within a one-half mile radius of the site; thus, no ecological risks were identified or <br /> evaluated. <br /> Based on our review we have the following comments: <br /> • A site specific Soil Management Plan (SMP) needs to be submitted n the event <br /> petroleum affected soil is encountered during excavation activities associated with <br /> future development of the site. The SMP will serve as a guideline for Chevron to <br /> implement for the handling, reuse, and disposal of any soil affected by the degraded <br /> crude oil that may be encountered or excavated during site development. Additionally, <br /> the SMP needs to outline detailed procedures for future property owners and/or <br /> developers to follow addressing such topics as dewatering from excavations, health and <br /> safety guidelines, and include contact telephone numbers for Chevron and San Joaquin <br /> County Department of Environmental Resources. <br />
