Benedict Drive ENVIRONMENT HEALTH <br /> Woodbridge, CA 95258 PERMIT/SERVICES <br /> NOTICE OF VIOLATION, WOODBRIDGE WASTEWATER TREATMENT FACILITY, <br /> WOODBRIDGE, SAN JOA QUIN COUNTY <br /> On 7 October 2004, Regional Board staff inspected the Woodbridge Sanitary District wastewater <br /> treatment facility. Violations of the Waste Discharge Requirements (WDRs) Order No. 93-213 were <br /> observed during the inspection. The violations are described below; a photograph log and inspection <br /> report is attached. <br /> Excessive weed growth was observed in a number of ponds. The weed growth consisted of duckweed and <br /> other unidentified weeds. Discharge Specification B.6 requires: <br /> Ponds shall be managed to prevent breeding of mosquitoes. In particular, <br /> a. An erosion control program should assure that small coves and irregularities are not <br /> created around the perimeter of the water surface. <br /> b. Weeds shall be minimized through control of water depth, harvesting, or herbicides. <br /> c. Dead algae, vegetation, and debris shall not accumulate on the water surface. <br /> Dried sludge was observed stored on bare ground. This practice can lead to groundwater degradation if <br /> rain is allowed to fall on and percolate through the sludge piles.
