Ben Holt Dr. RO#: 0000486
Stockton, CA., 95207 SWRCB-CUF#: 015906
WORK PLAN: "Site Investigation Work Plan"
DATED: December 17, 2004
PREPARED BY: Cambria Environmental Technology, Inc. — Joe Neely, R.G.
STATUS: APPROVED, with conditions noted below.
ADEQUATE AND NECESSARY ELEMENTS OF THE WORK PLAN rH&S
25296.10 subd(cM
• Install offsite shallow monitoring well (MW-13) to determine lateral extent
of groundwater contamination plume and,
• Report of findings to SJCEHD.
COMMENTS AND CONDITIONS:
• Previous Acetone ground water laboratory analysis requirement for ALL
wells now reduced to only MW-1, MW-2, and MW-5 quarterly and,
• Elimination of EDB analysis approved for all wells, and
• Elimination of 1,2-DCA analysis not approved at this time. SJCEHD
concerns with 1,2-DCA are based on 'non-detect' results with elevated
detection limits (2.0, 5.0, 10.0, or 50.0 ug/1) and an excessive length of time
since last analysis. MW-1 thru MW-9's last sample date of 8-27-02 utilized
a detection limit of 2.0 ug/I and reported "<2.0" for these wells. Shell's
support for elevated detection limits was the presence of other chemicals
and the need for sample dilution. SJCEHD cannot agree with this since
most wells with elevated detection limits for 1,2-DCA had little to no other
petroleum constituents present. With this gap in valid 1,2-DCA data,
SJCEHD will require additional sampling for this constituent.
