Shell Branded Service Station page 2
3011 W. Ben Holt Drive, Stockton.
Work plan comment/approval letter.
COMMENTS AND CONDITIONS (continued):
• Shell is directed to sample and analyze `core wells' ground water samples
for 1,2-DCA by EPA 82608 for at least one annual period (four consecutive
quarters) and the peripheral wells (except MW-13) annually (once). After
valid laboratory data (including a detection limit of 0.5 ug/l, unless
warranted otherwise by lab director) supports a 'non-detect' conclusion,
SJCEHD will evaluate a request that "no further analysis for 1,2-DCA be
performed".
• MWA3 (proposed) ground water samples shall also be analyzed for 1,2-
DCA and Acetone, as well as all core well constituents for at least two
consecutive quarters, starting with the first sampling event after
installation. Detectable amounts of any constituent in MW-13 or 'non-
detects' at unwarranted elevated detection limits will require that/those
constituents to be continually analyzed for and MW-13 to be included in
the 'core well' protocol of quarterly sampling.
• Report of findings is to be in the context of a Site Conceptual Model
constructed from all available data for the site. Cross sections and
lithological interpretations are to be extended to include MW-13 data.
• Submit Well Permit Application Form and fee immediately. Include
updated copy of private parcel access agreement with submittals.
REASONS FOR DISAPPROVAL OF THE WORK PLAN [H&S 25296.10,
subd(c)(3)1:
• none.
DATED: January 5, 2005. By:
Michael Infurna, Sen)Or REHS (209) 468-3454
[ X ]Faxed to consultant on: 1-05-05.
