RON:0000486 <br /> Stockton,CA.,95207 <br /> SanJoaquin County Public Health Services,Environmental Health Division(PHS-EHD) has reviewed the"Quarterly <br /> Monitoring Report-Fourth Quarter 2000" submitted by Cambria and has the following comments. <br /> The sampling event for the fourth quarter was held on November 27,2000 and the report was received at PHS-END on <br /> February 5,2001. Because of your failure to submit the report in a timely manner,there was not enough time for PHS- <br /> EHD to review it before the next quarterly sampling event was held on February 5,2001 (the same date the report was <br /> received). <br /> Groundwater samples were analyzed for methyl teniarf butyl ether(MtBE)using EPA Method 8020. Method 8020 is <br /> no longer acceptable for MtBE analysis. Groundwater samples from all monitoring wells must be analyzed for MtBE <br /> using EPA Method 8260B.You are hereby directed to analyze groundwater samples collected from all <br /> monitoring wells associated with this site for all seven(7) oxygenates by EPA Method 8260B on a quarterly <br /> basis for one full year,starting immediately. At the completion of four quarters of monitoring data,you will be <br /> required to collect groundwater samples for analysis on an annual basis until redirected by PHS-EHD. All <br /> quarterly reports are to be received at PHS-EHD by the fifthteenth(15th) of the month following the end of the <br /> quarter. <br /> The lateral and vertical extent of the MtBE plume at the site has not been defined. Therefore,the site investigation is <br /> not complete. Tri-Regional Guidelines require that interim work plans should be submitted until the lateral and vertical <br /> extent of contamination is determined. Subsequent to the successful delineation of contamination at the site,a Problem <br /> Assessment Report(PAR)that describes the lateral and vertical extent of the problem as well as proposing mitigative or <br /> remedial actions to clean up a site is to be submitted to PHS-EHD. You have not submitted an interim workplan nor <br /> have you submitted a PAR PHS-EHD hereby directs you to submit a workplan to define the lateral and vertical <br /> extent of the MtBE plume. The work plan,boring permit application and application fee,plus any and all <br /> municipal or private access agreements are to be submitted to PHS-EHD by March 26,2001.
