The traffic
box must be raised so that surface runoff will not be allowed to enter through the lid.
In addition, the locking waterproof casing cap has been leaking and has not been placed on the casing tight
enough in the past. There is no grout in the traffic box. There is dirt inside the traffic box that extends
above the top of the casing. Therefore any liquids entering the traffic box are channeled directly to the well
head. Liquids that enter the traffic box are penetrating past the cap and staining the casing as they migrate
downward to the groundwater. The dirt in the traffic box is to be removed and replaced with a cement grout.
The grout should be no less than half way up inside the traffic box and the top of the monitoring well casing
should be several inches above the grout.
Please take immediate steps to ensure that all monitoring wells at all Shell stations in San Joaquin County are
finished in this manner. The contractor that conducts the monitoring well sampling for these sites should
note the condition of all monitoring wells they encounter and report to you the wells that need repair or
modification.
You may contact Michael Infuma at (209) 468-3454 should you have any questions.
Donna Heran,RENS,Director
Environmental Health Division
Michael J.
