(Enviros)has prepared this Work Plan describing activities to be performed <br /> during the removal and replacement of underground storage tanks (USTs) at the above <br /> referenced location (Plates 1 at)d 2). Environmental work will be performed to comply <br /> with appropriate Regional Water Quality Control Board and San Joaquin County <br /> Environmental Health Division (SJCEHD) guidelines. <br /> Site Description <br /> The site is located at the northwest corner of the intersection of Benjamin Holt Drive and <br /> Interstate 5 in a commercial area of Stockton,California(Plates 1 and 2). The site is an <br /> active service station with a layout including a station building, a waste oil tank, two <br /> dispenser islands, and three underground fuel storage tanks (USTs). The existing USTs <br /> consist of two 8000-gallon single-wall steel and one 10,000-gallon single-wall steel tanks. <br /> Background <br /> The site has been operated as a Shell service station with the existing tanks since 1974. <br /> Shell records prior to 1988 do not identify historical releases at the site. Tank tightness <br /> testing has been performed since 1986. <br /> Due to a property sale, a passive organic vapor monitoring survey was performed by <br /> Kleinfelder in 1987. As part of subsequent investigation activities, Applied Geosystems <br /> (AGS), of Sacramento, California installed four ground water monitoring wells in August <br /> 1988. This site investigation is detailed in AGS's "Assessment of Soil and Groundwater <br /> Contamination" report dated September 16, 1988. Petroleum hydrocarbons were not <br /> detected and these four wells were later abandoned in 1989. <br /> In January 1990 Aegis Environmental (Aegis) drilled 10 soil borings in preparation for a <br /> proposed tank replacement project.
