2905 Benjamin Holt Page 2
PHS/EHD has strong concerns regarding the pace that the investigation and reporting
has taken. An extension for the submittal of the PAR was granted in September 1993
primarily because PHS/EHD had been informed that none of the preliminary field tests
had been performed. The PAR submitted generally summarized the subsurface data and
discussed various remedial alternatives and did not include any preliminary field testing
results.
A work plan should be submitted by May 2, 1994, to perform additional soil investigation
necessary to define the extent of soil contamination and to install a bio-sparge test well
t well to evaluate the otential effectiveness of the proposed
and an airsparge tes p
remedial alternatives.
Field work including feasibility testing should be completed within 45 days of PHS/EHD
approval of the work plan and issuance of a drilling permit._ An addendum to the PAR
should be submitted by July 15, 1994 which indicates the preferred remedial alternative
that should successfully remediate the site.
Once the PAR addendum has been submitted and approved, a draft Final Remediation
Plan and Executive Summary should be submitted and PHS/EHD will then conduct a
public participation period during which comments are received and evaluated.
Following approval, the draft Final Redediatioin Plan should be implemented.
If you have any questions or comments, please contact Mary Meays, Senior REHS of my
staff at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
Mary Meays, Senior REHS Dian M.
